10.30 PS26/2: Is your resilience work actually connected when it matters?
This session will focus on how, when an incident occurs, firms can move quickly from "what happened" to which services are affected, which third parties are involved, what the impact could be, who owns the response, and what evidence goes to senior managers, the board, and the regulator. Hear key insights on how firms are preparing for incoming incident reporting requirements introduced by PS26/2: Operational incident and third party reporting.

Dean Berney, Global Head of Operational Resilience & COO Risk Management
Dean Berney joined L&G Asset Management in 2020 with a specific aim to develop, implement and run Operational Resilience for L&G Asset Management at a global level which includes the implementation of all applicable regulatory requirements. In addition, Dean also has the responsibility of managing Global Investment Compliance and 1st line Risk for the Global Chief Operating Officer function.
With over 26 years of industry insight and a track record in building, running and enhancing risk and resilience within highly regulated environments, leveraging industry best practices and ensuring compliance with regulatory requirements globally. This is coupled with strong knowledge and experience of working with Investment Banking products (M&A, ECMG, DCMG, Equities & Fixed Income), Financial Market Infrastructure firms and IT (ISO 27001, NIST, COBIT).
Prior to joining L&G Asset Management, Dean brings with him experience gained from leading financial institutions such as Royal Bank of Scotland, UBS Investment Bank, HSBC, London Stock Exchange / Clearing House, Euroclear and most recently Legal & General Asset Management. Dean also has experience in enterprise risk management, regulatory filings/licences, change management, vendor & outsourcing, business continuity and business / risk transformation.
Claire MacArthur, Head of Technology, Resilience and Cyber, Financial Conduct Authority (FCA)
Claire MacArthur is Head of Technology, Resilience and Cyber at the Financial Conduct Authority (FCA), working within its Specialists Directorate. She provides senior leadership across areas central to the UK’s financial system, including operational resilience, cyber resilience and emerging technology. Claire also leads the FCA’s response to major operational incidents affecting the industry and is responsible for implementing the oversight of the critical third parties regime. Claire has worked for the FCA for 8 years in a range of leadership roles in Supervision, including Insurance and Consumer Finance. Prior to working at the FCA, Claire held senior roles in local government, working in organisational intelligence, data analytics and public policy.

James King is the Head of Resilience at the Investment Association responsible for operational resilience, cyber resilience and technology.
Janine Hale, Senior Enterprise Risk Manager, Jupiter Asset Management
Janine Hale is a Senior Enterprise Risk Manager at Jupiter Asset Management with over 25 years’ experience across technology, continuity, and risk within financial services, including roles at Man Group and Janus Henderson. She specialises in operational resilience, business continuity, and enterprise risk management, with experience in resilience frameworks, crisis management, scenario testing, and regulatory resilience initiatives. Janine brings a practical perspective on strengthening organisational preparedness and embedding resilience capabilities that support both regulatory expectations and business outcomes.
Tejas Katwala, CEO, CLDigital
Tejas Katwala is the co-founder and CEO of CLDigital, a leading software company that transforms risk, compliance, and resilience management. He partners with enterprises to maximize the ROI of risk management software by enhancing risk visibility, operational efficiency, and compliance. Under his leadership, CLDigital 360 has become a game-changing platform, integrating GRC, business process management, no-code automation, and AI-driven insights to modernize enterprise risk and resilience strategies. By leveraging AI and no-code technology, Tejas helps organizations streamline audits, optimize risk decision-making, and drive measurable business value, without the complexity of traditional software development.
Previously, he pioneered the first cloud-based business continuity platform at Recovery Planner and developed the C|3 Platform at Westhill Technologies, forging key industry partnerships. Tejas holds a bachelor’s degree in computer and information science from NJIT and continues to lead the charge in applying AI-driven insights and no-code innovation to make risk and resilience smarter, faster, and more effective.
Sarah Kennedy, Outreach and Engagement Officer, Report Fraud Protect Services, City of London Police
Sarah is an Outreach and Engagement Officer within Report Fraud Protect Services at the City of London Police. She works with organisations that have a national footprint to help promote policing-led products and services that strengthen resilience against fraud and cybercrime. Sarah also supports the coordination of the National Protect Network, working with fraud and cyber protect officers across multiple regions and forces, to share best practice, enhance protection activity, and deliver consistent messaging.
Inbal Iahr, Outreach and Engagement Officer, Report Fraud Protect Services, City of London Police
Inbal Iahr is an Outreach & Engagement Officer within the Report Fraud Protect Services at the City of London Police (national lead force for fraud & cyber crime).
Inbal and her team lead and coordinate the national law enforcement protect response to fraud and cyber crime through engaging with individuals as well as organisations to raise awareness of fraud, cyber crime and policing services.
Prior to her current post, she worked on a range of cybersecurity research projects with public and private sector organisations, exploring how behavioural science provides invaluable insights into cybersecurity behaviours
Elliot Naylor, Policy Adviser, The Investment Association
Elliot is a Policy Adviser in the Innovation and Operations Unit at The Investment Association, supporting policy development and industry engagement across areas including innovation, operational resilience, and digital assets.
He has been at the Investment Association for 3 years, having previously worked across Corporate Governance and Tax. Elliot has contributed to the IA’s supply chain resilience campaign, coordinating with a range of third parties, and has been involved in wider operational resilience and cyber security work.
Colm O’Keeffe, Global Head of Business Resiliency, Barings
Colm O’Keeffe is Barings’ Global Head of Business Resiliency, based in London. He leads the firm’s global business and operational resilience programme, ensuring continuity and preparedness across all areas of the organisation globally. With over 20 years of experience in business resilience and continuity planning within financial services, Colm brings deep expertise and strategic insight to the field. He holds the AMBCI Certificate from the Business Continuity Institute and is an active member of the Investment Association’s Operational Resilience Committee. Colm earned an MSc in Facilities Management and a BSc in Real Estate Management from South Bank University, London.
Chris is currently a Global Director, leading Microsoft’s Financial Services Regulatory Strategy & Policy, where he engages with regulators and customers on topics such as Operational Resilience, Cyber Security, Third-Party Risk and AI regulation. Prior to Microsoft, Chris was a regulator at the PRA focusing on Operational Resilience and Cloud Outsourcing across multiple Banking, Insurance, and Investment firms. Chris has also worked directly within the 1LoD and 2LoD and started his career at KPMG in London. He graduated from the University of St Andrews in 2013 and professional certifications include CISSP, CISM, CISA & CRISC.
Sue Conley is a seasoned operations leader with over 20 years of experience in financial services, known for combining strategic vision with a people-first approach to leadership. As Head of European Operations at SS&C she brings deep expertise in client services, operational excellence, and organisational transformation, with a strong track record of elevating customer experience while driving performance at scale.
Christina has over 20 years’ insurance and financial institution industry experience. At Howden, Christina leads the UK cyber team which places over £200m in gross written premium to the London market from clients globally. Historically she has managed Howden’s cyber offering for our financial institutions clients, handling some of the largest and most complex clients globally. Prior to Howden, Christina spent seven years at Goldman Sachs in Insurance Risk Management and Operational Risk where she drove the process of using the firm’s operational risk data to inform insurance purchasing, with a particular focus on cyber. Christina now brings this unique experience to Howden’s clients to help them size and stress test their cyber insurance programs. Christina holds a BA in Mathematics and Minor in Economics from College of the Holy Cross – Worcester, MA US.
